TO: Gary L. Hill, a constable for the Town of Waterford
in the County of Oxford, State of Maine, Greetings:

In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of said Town of Waterford, qualified to vote in Town affairs, to meet at the Waterford Municipal Building in said Town on Friday, February 29, 2008 A.D. at nine o’clock in the morning, (9:00 a.m.) until eight o’clock (8:00 p.m.) in the evening to act on articles 1 and 2.

And, to notify and warn said inhabitants to meet at the Waterford Municipal Building in said Town on Saturday, March 1, 2008 A.D. at nine (9:00 a.m.) o’clock in the morning, then and there to act on Articles 3 through 79 as set out below, to wit.

All articles passes as presented with the exception of Article 37, which was amended. The change is noted in red.

ARTICLE   1.  To choose a MODERATOR to preside at said meeting.

ARTICLE   2.  To elect the following Town Officers:  Winners listed in red

ARTICLE  3.  To see if the Town will vote to allow a 2% discount on taxes paid within thirty (30) days of commitment or take any action thereon.

ARTICLE 4.  To see if the Town will vote to charge the rate of TEN PERCENT (10%) INTEREST on taxes paid after December 1, 2008 or take action thereon.

ARTICLE  5.  To see if the Town will vote to TRANSFER SURPLUS IN SOME ACCOUNTS TO LIQUIDATE OVERDRAFTS IN OTHER ACCOUNTS.

ARTICLE  6.  To see if the Town will authorize the Selectmen on behalf of the Town to SELL AND DISPOSE OF BY SEALED BID ANY REAL ESTATE ACQUIRED BY THE TOWN FOR NON-PAYMENT OF TAXES THEREON, on such terms as they deem advisable and to execute quit-claim deeds for such property.

ARTICLE  7.  To see if the Town will vote to buy the TAX COLLECTOR’S  and TREASURER’S BOND.
                                                                                               
ARTICLE 8.  To see if the Town will vote to authorize the Selectmen to spend an amount not to exceed 3/12ths of the budgeted amount of the 2008 Annual Budget during the period from January 1, 2009 to the March, 2009 Annual Town Meeting.

ARTICLE 9.  To see if the Town will vote to authorize the Selectmen to make final determination regarding the opening and closing of roads to winter maintenance pursuant to 23 MRSA section 2953.

ARTICLE 10.  To see if the Town will vote to authorize the Selectmen to dispose of Town-owned property with a value of $5,000 or less under such terms and conditions as they deem advisable.

ARTICLE 11.  To see what sum of money the Town will vote to raise and appropriate for TOWN OFFICERS’ SALARIES and to authorize the Selectmen to fix the salaries within this amount.

ARTICLE 12. To see if the Town will vote to raise and appropriate a sum of money to match funds for a 401K plan for town employees.

The Selectmen hereby give notice that they will have the Waterford Fire Station & Municipal Building open Friday, the twenty-ninth day of February A. D., 2008 and Saturday, the first day of March A.D., 2008, at eight-thirty in the morning for the purpose of the registrar correcting the voting list and registering new voters.
